Problem Description
If you are using Outlook 2003/2007 and you encountered following error (0x800CCC7D):
Your outgoing (SMTP) server does not support SSL-secured connections. SSL-secured connections have worked in the past, contact your server administrator or Internet service provider (ISP).
Your e-mail client might have problem with SSL or it might be unable to import the certificate.
If you encounter g the issue described above, please follow these simple steps below to fix the problem.

Either use direct download link.
Or go to RapidSSL and download PKCS#7 Version file.Select Save and Open from Save options
Please note: for other than IE browser you might need to download file via Save Target As option and then open it
Expand the c:\Users... menu and click Certificates on the left
Right click on the first certificate listed in the right window and continue by selecting Open
Continue by selecting Next
and Next
and Finish
Click OK again to close Certificate window. You should see the Certificate Manager Tool again.
